Establishment of MIPA
 
The Financial Reporting Act 2004, (Act), has become effective in Mauritius on 20 January 2005 and has established MIPA, the Financial reporting Council, the National Committee on Corporate Governance and the Mauritius Institute of Directors.
 
   
Objects of MIPA
 
The objects of MIPA are to supervise and regulate the accountancy profession and to promote the highest standards of professional and business conduct of, and enhance the quality of services, offered by professional accountants in Mauritius.
   
     
  Function of MIPA  
 
MIPA is an umbrella professional body for professional and public accountants who are members of professional accountancy institutes and associations specified in or contemplated by the Act and its functions are, amongst others, to:
 
   
 
1.
Lay down its bye-laws, including those relating to membership rules;
 
2.
Establish, publish and review a Code of Professional Conduct and Ethics for professional accountants consistent with the IFAC's Code of Ethics;
 
3.
Maintain registers of Professional/Public Accountants, Member Firms, etc;
 
 
4.
Conduct, or arrange for the conduct of, such examinations as it thinks necessary for the purposes of registering professional accountants;
 
 
5.
Devise, enforce and monitor compliance of CPD standards;
 
 
6.
Inquire into any written complaints and to institute disciplinary actions as required.
 
   
 
  Board Members of MIPA
 

MIPA is self-monitored by the profession in a transparent manner through its Board which consists of 7 members of the professional accountancy bodies specified in the Act and elected by general assembly.

 
   
 
In accordance with section 47 of the Act, the current Board was constituted in September 2007 and the current office bearers are:
 
   
 
Chairperson  
Mr. Osman M. BADAT FCA  

Osman Badat is a Fellow of the Institute of Chartered Accountants in England and Wales (ICAEW). He started his career in the UK and joined PricewaterhouseCoopers Mauritius in 1998. He moved to British American Investment Group in 2001 and is presently the Chief Financial Officer of that Group. Osman is the current Chairman of The Society of Chartered Accountants in Mauritius. He was elected to the Board of the Mauritius Institute of Professional Accountants in September 2006 and is presently the chairperson.

 
  Vice Chairperson  
Mr. Bhimal GOOROOCHURN  
 

Bhimal Gooroochurn is a fellow member of The Association of Chartered Certified Accountants (ACCA) and is currently the Financial Controller of Gamma-Civic Construction Ltd. Professionally, he gained considerable accounting, auditing, taxation and business consultancy experience with KPMG Mauritius, Haines Watts (London) and Harris & Trotter (London) in senior positions. He moved out of practice in 2001 and joined Gamma in 2002. Bhimal is a Board member of the Financial Reporting Council and a past Executive Member of ACCA Mauritius. He was elected as vice Chairperson of the Board of the Mauritius Institute of Professional Accountants in September 2007.

Mr. Samir KHATRI  

Samir Khatri, 29, is a member of Institute of Chartered Accountant of India. He started his career with Standard Chartered Bank in India and later moved to Mauritius in 2004 to start up AAPCA (Mauritius) Ltd. which in now a renowned media house in the country. He serves as the CFO and Advisor-Corporate Affairs at AAPCA. Samir was elected to the Board of the Mauritius Institute of Professional Accountants in September 2007. He is the present 2nd Vice Chairperson of MIPA.

 
  Secretary  
  Mr. Ashish RAMYEAD  
 

Ashish Ramyead is aged 35, married with two daughters. He is a Fellow of the Association of Chartered Certified Accountants (FCCA).  He is actually a senior manager in the audit department of KPMG.  Ashish is also the actual President of ACCA Mauritius and has in the past also represented ACCA Mauritius on the Council of ECSAFA. He was elected to the Board of the Mauritius Institute of Professional Accountants in September 2008.

  Mr. Ameene KODABUX  
 

Ameene Kodabux is a Fellow of the Association of International Accountants AIA). He started his career in 1977. Over the last thirty years, he has worked for several Chartered Certified Accountants firms, including Cownie & Co. (1977-1980), Lamusse Sek Sum & Co. (1980-1986) and De Chazal & Associates (1986-1989). He is presently the Manager of Mab & Co. – Chartered Certified Accountants. He was elected to the Board of the Mauritius Institute of Professional Accountants in September 2008.

Mr. Swadeck TAHER  
 

Swadeck Taher is Deputy CEO of British American Investment Co (Mtius) Ltd. He is a Fellow of the Institute of Chartered Accountants in England & Wales as well as the Chartered Association of Certified Accountants. He holds the CF Corporate Finance qualification. He is a member of the board of the Mauritius Institute of Directors as well as that of the Financial Reporting Council and a past president of the Society of Chartered Accountants (Mauritius). He received an Achievement Award in 2007 from the ACCA (UK) for the Africa/Middle East region for his contribution to the accounting profession.

 
  Mr. Shamin SOOKIA  
 

Shamin Sookia is presently the Head of Listing at the Stock Exchange of Mauritius. He is a Fellow member of CIMA since August 2004 and additionally holds an MSc in IT (Business Information Systems) and an MBA in Marketing. Shamin is also a Fellow member of ACCA and a member of the Audit Committee of CIMA Southern Africa Region. He gained experience in various fields including auditing, taxation, management and consultancy services in the Big Four before joining a textile group as Financial Controller and afterwards as Finance Manager in the beverage industry. Besides aspiring to become someone whose lifetime is spent in adding value to the general well-being of his countrymen and humanity at large, Shamin believes that the accounting profession should be more than ever aware of its multi-facetted role in ensuring that regulatory standards are in line with international trends due to challenges on both the local and international fronts. He was elected to the Board of the Mauritius Institute of Professional Accountants in September 2008.
